The aim of the producer responsibility (packaging waste) regulations is to encourage companies who produce packaging to reduce the impact of their packaging and packaging waste on the environment. This is achieved by obliging companies to pay for a proportion of the cost (in the form of tax) of recovering their packaging for recycling.

The Packaging Regulations
The Producer Responsibility (Packaging Waste) Regulations came into force in the UK on 6th March 1997 and encourage companies that handle packaging to reduce the environmental impact of packaging and packaging waste. The producer responsibility regulations achieve this by placing obligations on companies to meet recycling and recovery targets for packaging waste and encouraging the minimisation and reuse of packaging.
Do the Packaging Regulations apply to your business?
In order to be obligated to register with a compliance scheme, your company will fulfil all three of these criteria:
• You import, manufacture or sell packaged products.
• You will have a turnover in excess of £2 million pounds per annum
AND
• You will have handled in excess of 50 tonnes of packaging in the previous year
