The Packaging Regulations came into force in the UK on 6th March 1997 and encourages companies that handle packaging to reduce the environmental impact of packaging and packaging waste. The Regulations achieve this by placing obligations on companies to meet recycling and recovery targets for packaging waste and encouraging the minimisation and reuse of packaging.
The Regulations affect companies that exceed specific threshold tests relating to annual turnover and the amount of packaging handled. Typically, the Regulations require companies that import, manufacture or sell products to pay an environmental recycling tax. There are over 6,000 registered producers in the UK and many have subsidiaries. In other Member States across the EU, producers are also responsible for encouraging more packaging to be recycled and less being sent to landfill, although the mechanisms for achieving this vary slightly.
